Swinton Youth’s Motoring Offences
Charles Mincher (19) miner, 50, William Street, Swinton, was charged with four motoring offences. He was summoned for driving a motor-cycle without a road fund licence, without a certificate of insurance, without a driver’s licence and for carrying s pillion passenger without a proper seat.
P.c. Coates said at 5.45 p.m. on May 6th he was in Market Street, Swinton, when he noticed Mincher with a motor-cycle with a road fund licence which had expired on Dec. 31st 1930. Witness told Mincher it was an offence and Mincher said “I am taking it for a trial.” Witness then asked to see a certificate of insurance, and Mincher said “I have not got one.” Mincher was then asked to produce his driving licence and again he answered “I have not got one.” When witness told Mincher that he would report him for carrying a passenger on an improper seat he replied, “Is there anything else you can report me for?”
Answering the Bench, Mincher said he bought the machine only two days before he was pulled up by the constable. He had not had a motor-cycle before and he had since sold it.
Mr. W. Dyson (presiding): Do you realise that the maximum penalty for these offences is over £100? – No, sir.
For driving without a certificate of insurance Mincher was fined 30s., and on each of the other three summonses 12s., making £3 in all.
