Mr. James Kelly, the new chairman of the Swinton Urban District Council, is not yet seasoned in municipal work, having been a member of the Swinton Council only three years. He is a man of pronounced and advanced views, to which he gives plain and honest expression.
For the last six years he has been president of the Manvers Main branch of the Y.M.A., and a member of the Swinton Labour Party. He is a native of Roman Terrace, the ward he represents on the Council, and his father, Mr. James Kelly prominent local leader of the Manvers Main miners and an enthusiastic trade unionist.
